Hey NiSsMo Do you really want to do all that work and exspence?
You probally can't bolt a ring on all that easy. A new used fly wheel will cost you 40.00 bucks. The starter will be 50 to 100 bucks then you,ll need the bracket and hard ware for your engine.
I have seen some brackets go for 160.00 bucks on certain engines in the 70's . Then a battery for 40.00 dollars. And all this and it won't be able to be chared by the motor, you'll need to lug it back and forth each trip. This is all going to be about 350.00 bucks on a 28 year old motor! My bet is you could buy a used motor with a starter on it for about the same cost. Then sell yours.
If your motor is hard to start now it will still be hard to start with the electric starter.
Steve
