cooling problem for mariner

i have a 1996 mariner 15h.p...the water comimg from the telltale hole comes and goes at any speed.had a new pump and thermostat installed with no success.the mechanic said this was a factory mistake but no answer how to fix it.can any one please help this is driving me crazy...thank you canbey

There is a small passage way around the thermo that should let water out the tele tale to give you indication that the there is water going through the block. The only other place water could be escaping is from the P/H base gasket. Did you replace only the thermos or did you replace the housing also, that passage way could be clogged with debri.

the mechanic said it was clean and smooth as silk inside,he cant figure it out either..

I would not worrie about it then, your mechanic is correct. Just make sure the engine is not overheating.
