Cooling system on VP 5.7 GS PBYC and running with outdrive removed

After a grueling 10-hour back operation 2 years ago and subsequent recovery (and several other distractions) I'm just about ready to start my "new" boat up. I've replaced the raw water impeller and the hose from the transom to the impeller is clear. However, when I connect a water hose from the house to the raw water pickup at the transom (the drive is removed), nothing flows. Actually, it pressurizes to house pressure and blows the hose off. I expected it to flow through the impeller and thermostat housing and out the exhaust. I'm afraid to start the engine is the cooling system is blocked somewhere. Does this sound normal or blocked? Btw, my boat is a 1998 Glastron GS-249 cruiser with a Volvo Penta 5.7 GS PBYC and VP SX-C1 Cobra 1:51 outdrive (currently removed).

This is normal. The water will get mostly blocked by the raw water pump impeller. You need to get the boat started before the pressure builds and blows out the garden hose.

I use a valve towards the end of the garden hose to modulate the raw flow. I only have it partially open until I can get the engine started so the Garden hose doesn't blow out. Then I open it full blast once the engine is running.

With muffs this doesn't occur because the muffs can't create tight seal and excess pressure is released.

You shouldn't never open the hose full blast when running engine.
It only needs to be about a quarter to half open.

Thanks for the advice, hopefully I'll get a chance to try it this weekend. I appreciate all advice as someone new to boating.
