Copper water pump pipe

Hey guys. I’m chasing an overheating problem with my outboard. Many guys have helped and suggested solutions. tonight I tried to flush my water passages with my garden hose attached to the copper water tube. I noticed it has a tiny hole in it. Not sure if it’s factory weep hole or a rust hole. What do you think?

Bad news.... as usual for me with motors!!!

any ideas on how to fix this? Wrap it in that plumbers tape? Or some type of epoxy. It’s got to be low pressure in there. JB weld?? Or some other epoxy/plumbing repair

I thought it looked too perfect to be a rust hole.

I was told it is there to cool the exhaust housing. I have that hole in both my mid 70s 40 hp motors. And maybe more of my motors that I never noticed.
