Correct water pressure for 200 Optimax?

I recently purchased a 1999 200 Optimax. I had the water pump changed as a matter of maintenance. It has a low pressure pump. The water pressure gauge goes up to 15lbs but the actual pressure is only around 11lbs when running on plane. The dealer said this is normal for that motor. What is anyone elses experience with this.

The 2000 model starting serial number OG9650500 should be 8-10 lbs at 5000 rpms.
