could problem be the prop?

my boat idles in gear fine. but when i let in on the throttle it still revs up but still stays at an idle pace. its almost like a car not going into second gear. could this have anything to do with the prop and/or how could i fix it?

My first thought would be spun prop, could possibly be the drive hub on engine. I would check prop first.
