What Dose The Check Valve Do And How Do When To Replace It If It Is Bad.

Check valve?? You mean the rubber ones? They allow air pulses to flow to the gas tank, but prevent air from flowing back from the tank to the motor.
The leaf valves permit the crankcase to "suck" air in from the carburetor on the piston's upstroke, and prevent it from blowing back on the downstroke. They also cause air pressure buildup in the crankcase on the downstroke, which is what forces it into the cylinders at the bottom of the stroke when the intake ports open.
