Crank wont start

I got a 94 Johnson 25 2 stroke and it cranks won’t start. Tested spark all the way to plugs by taking them out putting them in the boot and up against something metal and got spark. Tested fuel to the carb and it’s clean and great flow. Compression test with a cheap harbor freight compression tester and got 90 and 95 psi. Sprayed starter fluid in card and got a little hope but still no start. I’m at a lost I need advice.

Measure spark with an adjustable open air tester. Try for a half inch. Compression readings are low. Try it with another tester.

Check the woodruff key that adjoins the crank to the flywheel if the key is sheared the timing is out and the engine will not start at all, will just backfire here and there
