cut out switch

I am working on my 1960 Evinrude. I see on the right side, looking from the front of the engine, a sensor with two wires connected to center terminal. The parts book describe it as cut out switch. one wire connected to the housing of the sensor which comes from switches on the tiller. There is a hose coming from behind the carb but connected to the block of the engine and to the sensor . My questions are what is it's purpose? and what are the two wires that are on the center terminal sensing or leading to?

The Big Twin motors have a peculurarity in that if you rev them above idle speed in neutral gear (Or break a shear pin), they will just keep revving and won't slow down. The vacuum cut-out switch senses that condition and kills the spark on one cylinder till it slows down. See this:
