cylinder head water cover bolts

I am replacing a t-stat on a 25 hp 1994 evinrude my manual say's to coat both sides of gasket with omc gasket seal compound but makes no mention of coating the bolt threads. Do you normally seal these threads

I used the brown gasket goo on my tstat bolt threads based on advice I got from this board.
