Date of tire Manufactured and PSI

I'm trying to identify the DOT on my trailer tires. I see some 4 digit codes after the DOT but I'm not sure which one represents the date. Also the tire states PSI 75 . Is that max PSI or recommend PSI

Fist 2 digits is the week (52 weeks) and next 2 digits is the year = 2nd week Aug 2000

The 75 psi is max pressure for max load rating. Measured cold. Note there is 2 ratings when loaded as duals (both on same axle side like a dually) and when just one on each side of the axle
