Mine did that occasionally after I installed it and the reason was it was not low enough. So I lowered it and have not had a problem since. The pickup is either on the transom or in the bilge. If on the transom it may be too high or it has been hit and has kicked up. That has happened to my speedo pickup tube.
As a note it only works if the bottom of the it is in the water. If their is air under it it will not work like running on muffs. If I remember right it should be installed on the right side of the transom if Standard Prop Rotation which is RH i.e. prop turning to the right when in forward and looking it the prop from behind it.
