df140 rev issue

problem:engine will not rev over 3000 after service.
worked through the diagnostics and there does not appear to be a fault.
is there a rev limiter on the warm up lever - nothing in the users handbook.can you only exceed 3000 on the main control when you are underway.
any advice will cure my insomnia

you can only rev the motor up in gear.
the warmup lever wil for sure trigger the rev limiter.

absolutely normal
