Diagnosing exhaust in cooling chamber

I have a friends 1990's Evinrude 25hp and its pee'ing steam with no water. I just did the water pump and after I did it the stream was what it should be with no overheating and everything was %100 for a couple of weeks to a month.

He called me up and said it was pissing steam(no water at all) when he started it at the dock and he shut it down.

My question is I know exhaust is getting into the cooling system. I don't think it's my work I just did. It's either getting in thru the midsection gasket , the head gasket/waterjacket / or the exhaust chamber cover gaskets.

He took the exhaust cover / plate off before I could do a compression test.
Is it safe to say that if the plugs are dirty that it means that its the exhaust chamber cover/plate gaskets?

And if the plugs are steamed cleaned that it is either the midsection gasket or the head gasket area?

Im trying to figure this out before I order parts and it turns out to be another area and we have to wait 3-5+ days for another batch of parts.

He called me up and said the plugs look normal and not steam cleaned.
