Difference between 9.8hp and 15hp Tohatsu

I just purchased a G3 Jonboat 1442 it weighs 200lbs plus I rigged with floor plywood. I fished ICW and a lake that limit 10hp and below. I wanted to get
the 9.8 so I can use it at the lake. Will a 9.8hp be enough to power a 14ft Jon
with 2-3 people weighing 150lbs?
Is there a big difference in if I purchase a 15hp?
