Difficult to shift into forward 1998 4.3 mercruiser alpha 1 gen 1

I have a 4.3 mercruiser 1998 alpha 1 Gen1. I adjusted the cables per manual. It will go into and out of reverse perfectly but will not go into forward until it gets to about the 10 o’clock indent. What do I need to adjust to correct this? Thanks for the help.

Does the lower cable move without resistance? Did you measure the play in the lower cable and the control box cable?

Does the lower cable move without resistance? Did you measure the play in the lower cable and the control box cable?

I measured cables and they were both within limits.
