Disassembly 275 Outdrive

Did not know how to explain this so I gave attached a photo. Trying to remove this shaft from the housing so I can install a new locking mechanism and steering fork. What is the best way to disassemble this? I have tried pecking on it with a rubber mallet and it wouldn't budge not sure if this is something I need to get rough with or how to go about getting this apart.

The pivot tube should come out. Might need some persuasion, but don't damage it. Looks odd like that with the fork broken off. There are some seals and bearings in there. I would recommend replacing the seals and the upper pivot bushing.
