Disc Brake Replacement?

Is this disc trailer brake shot? Seems very rusted but not sure when to replace them. They seem to work ok.

I swapped mine to Kodiaks, threw-away all that rusty crap.

A very easy method for determining if trailer brakes are activating...drive over a large sand or gravel area with your rig at a moderate (safe) speed and apply the brakes firmly...if the trailer brakes are working, they will most likely drag on the loose surface, leaving you telltale skidmarks.

When was the past time this trailer was towed? I see a small area that is "smooth" with surface rust. The rest of the rotor looks like hell but the braking surface is the important part. If that has been recently pulled, the brakes aren't working. If not, take it for a drive and come to a stop from 40mph+ a couple of times and then look at the rotor- the surface should at least be rust free. The pattern looks small as well- are the pads shot?
