Jeff if you are speaking of the rubber grommet that can be seen externally that the shift rod runs through,it is primarily there to prevent debris intrusion into the cavity area.If it were mine ,I would drop lower unit and reinstall it.You could possibly cut a clean split in it and install from the outside with shift rod in place.Good luck.
