do i need to replace seals on lower unit?

i have a 73 johnson 135hp. i recently changed the oil on it a couple of weeks ago. i have noticed a little bit of oil from behind the prop after a day out but am thinking it may be unburned oil. but today i noticed that there was so oil leaking from one of the vents on the starboard side. it seemed quite a bit. no mix-just looks like the oil when i put it in throught the bottom. so i take off the vent screw to inspect the oil and when i remove the bottom screw some water came out first. maybe about a second or so and then oil. it didn't look milky like it was mixed in with the oil. any suggestions?

Black gungy oil is almost ceratinly partly burnt oil from the fuel and is normal.

Oil that is clean and obviously gear oil = a leaking seal, O ring or gasket in the gearcase.
water in the gear case may just be the result of reusing the old seals on the level/filler plugs but otherwise is due to a leaking seal etc.
