Does Electric Start Need Rewind Starter Assembly

Does a 1986 J15 electric start need Rewind Starter Assembly to run/start
I've Had this engine for 15 yrs I rebuilt the Carburetor this time
I removed Rewind Starter Assembly to take get to a tough Carburetor nut
Like the way it looks without Starter Assembly

No, it will work fine without the recoil starter
