Does the enviroment temperature affects the head torquing?

I want to retorque the heads of a 350.The manual says 88lbs.inch.I think this is at room temp.My boat is on water and its temp is about 60F.Does this affects the torque specs?

At your temp, absolutely not.
If you are talking cylinder heads, the torque is NOT 88 lb/inch. It's 88N/M which translates to 65 foot lbs.
