Does this mark on the cam mean neutral?

TO be in neutral, does the little knob thing need to be UNDER that mark, or on it? Does that mark even indicate neutral?

The reason I ask is because the throttle control lever is in neutral, but the prop still spins quite a bit.

Isn't that your throttle cam? I do not know what motor you are working on, however, sometimes that cam mark must be set to contact the throttle roller when the timing is set to the proper idle timing spec. It has nothing to do with neutral, I would think.
