DP-SM Steering Arm

Anyone ever replace the all the guts associated with a steering arm on a DP-SM? Can I get away with just taking the upper cover off or do I need to pull the drives and housing? This is a 2003 always in fresh water, both drives have the same leak in the same spot. (very odd)
