Line up the flange so it is not below the transom, and the center hole as low as you can get to the bottom of the hull inside. Then use some resin to seal the end grain of the wood you just drilled through (seal the wood in the hole).
file a little bevel around the hole so as not to crack the gel coat. Counter sink the screw holes so as not to crack the gel coat. Put a bead of 5200 or 4200 or marine sealant, (not silicone) suitable for BELOW the waterline, caulking around the outside of the hole and in the screw holes. Use SS screws. Let cure the required amount of time, so as not to loosen the sealer, before tightening the plug.

Put some masking tape on the outside where you are drilling to help keep the gel coat from splintering.

Dont use ss screws, use bronze screws,same as the drain, ss will corrode away ,specialy in salt water

Good point Dan, I didn't notice the Baja location. All of my boating is in fresh water.
