Draining block in the water?

Hello everyone! I have a quick question, is it safe to open all the block drains, manifold drains and pull all the hoses while the boat is in the water? I think it would be ok but just thought I would ask just to be safe.

Ayuh,.... There's atleast 1 hose ya shouldn't unhook, the in-coming water line...

You can drain the block, 'n manifolds though...
