drive gears alpha on/ 3.7 merc

The drive gears in the out drive are gone. I think it was run with not enough oil. I need to replace them. Is it a job one can do? I have opened the top of the out drive to see them and have looked at different manauls saying fairly easy to remove the 2 gears and install new and other manaul saying the whole lower unit must be taken apart to remove the gears and so on. Everything else looks ok in there. Just looking for some advice befor
i bring it to the shop.

When the upper gears go out like that, 99% of the time metal from the gears makes it into the lower unit since the upper and lower share oil. So the lower really needs to be disassembled, inspected for damage to bearings and gears and cleaned and reassembled and/or repaired.
Installing the upper gears requires proper shimming and bearing preload. This requires special tools. If you have access to those tools, you might be able to rebuild it. Without them, it will fail again.
