drive shaft question

while reading the Mercury service manual, (yea, i was that bored) the section about installing shims under the bearing for the drive shaft, the manual states to use the Bearing Preload tool, where you would lift the shaft up and hold in place with the locking collar.

my question is, what is the purpose of this? is it because there is an upward force on the drive shaft when assembled and running?

it seems that once the shims are in place and the pinion gear set to height, once the bearing preload is removed, wouldn't the shaft slip slightly downward again?

The gears are cut so when load applied the push apart......
