dropping lower unit of Mariner 28???

Hello everyone, and thanks for being here. I'm new to this forum and I need some help with an old Mariner 1978 28HP. I Have very little water coming from the "pee hole" and thought it must be the impeller. I unbolted the lower unit but can't get the shifter arm to disengage. I looked for a bolt in the head but can see nothing. Anyone out there to help me with this? I also pulled the water hose in the head to check for clogges, it is clear but I can hardley blow any air through the hose when connected to the base nipple.

Be sure to work with a manual.My book is not too clear but it says drain gearcase.Loosen coupler lock nut and remove coupler nut.remove 4 bolts securing gearcase.seperate gearcase from driveshaft housing.
It appears as though the coupler nut is behind some sort of cover on the driveshaft housing.
