I have a bass boat with dual tanks and am wanting to not use the front one. Can I cut the fuel line at the back of the boat where they run together and plug both lines and just use the rear tank

No tank selector valve??? No problem if they had put one in, just turn off the unused one.

Get an electric fuel pump and pump the old fuel out into cans.

I meant to say hook the pump to the hose that comes out of the tank going to the motor.

If boat is on trailer, you can extend the fuel hose from the front tank, lower the end to waste can, and the bad fuel will siphon down. Good luck!

Rather than sucking on the fuel line use a primer bulb to get the fuel going and then let it run.
