Dual Steering Locked on my 88 Bayliner Ciera Convertible

Steering locked and wont move at all from the bridge or the top station on my 88 Bayliner Ciera Convertible. Both worked fine when I took it off the lake, but have had my boat stored outside for about 2 years. Just got my boat engine tuned up ready to go back on the water, but my steering wheel is now locked up. Steering wheel is totally locked and wont move from the bridge or top station. Can anyone please tell me what I need to check or do to unlock the steering? Im new to boating and have no idea what to look for or how to repair it...Any advice or help is much needed. Thanks

Ayuh,..... Welcome Aboard,..... What sorta Power ya got in this boat,..?? Inboard,..?? I/O,..?? Who's,..??..??

Has it got cable steerin',..?? Hyd,..??

5.7 L king cobra ... inboard outboard .... both steering cables run to what looks like the rack n pinion at the rear of the boat ! It has a grease fitting on it, have already greased it with no luck .

Ayuh,.... Disconnect the aft ends of the cables, 'n see what moves, or don't,.....

Ya separate the system into it's links, 'n test each link,....

Ok all I have to do is take the carter key and pin out of the end of both cables and turn each steering wheel and see if the cables move with out the rack hooked up ? Ok the cables move with the steering . what next ? I checked the power steering fluid its full !

Ayuh,.... Then unhook, 'n test the drive,....

By breakin' the system down into the parts of it, test each part to find what's bindin' up,....
