Duel outdrives - port stearing moves port to center. starboard moves both directions?

Just filled the hydrolic steering. the starboard engine moves both directions. the port only move port and stops at center. What could be the problems? and how could I properly align them. At perpendictular on the helm indicator they are straight. However looking at them the are angled outward. Not sure how to adjust them or what the problems could be. Thank you for you replies. The atcuators in the engine room look to be in good shape. Its in the water so I havent pulleded it up to take a look yet

There should be a tie bar inside which tie both drives together. Post a pic of the steering behind the motors
