I have a stratos trailer that has the elec lockout and also has a steel cap covering the fluid cap that can be turned to bypass the brakes in a pinch,I noticed some time back that the cap was missing,I wasnt too worried about it but now I have noticed I have no brakes.Do I need that cap to be in place to have brakes??I pushed in the piston on the caliper to get the rotor off to pack bearings and I can not make it pump back out.I tried bleeding the lines and even disc the pipe at the tee and pushed the activater in and no fluid came out.The reservior is full,Thanks

Sounds as if the master cylinder section has failed.

It may also have other issues.

You need to find out what actuator you have, maybe post a picture of it, there is someone here that would know something about it, it is possible that the master cyl has failed but also highly possible that the bypass you refer to is also at fault and could be fixed a lot easier.
