Dumb Torque question

I am about to put a head a cylinder head on a 150 and the torque specs say 30 ft. lbs. + 90 degrees. I am sure there is a simple answer to what that means but I am unsure what it means. ???

Torque to desired spec then add 1/4 turn ( 90 degrees)

Ayuh,... It's done with an angle torque meter...

Not even close and a good way to strip or break a bolt!! A angle gauge makes sure there is equal tightness of bolts/nut an is calibrated in degrees. By tightening by angle rather than torque, it removes any error produced by friction. You can get on at Sear or Habor freight/Northern tools...
