Eagle trailer surge brake

How in the hell do you fill this up with brake fluid?
Common sense would say this plastic cap. But It will not budge at all. Unless super stuck and I need to break it

If you have a heat gun, get it warmed up

I feel like an idiot. Used a socket and it came right off.
