What is the correct definition of, say, an Oceanic Weather Broadcast, when it comes to ' easterly or westerly' ?

I had always believed that ' easterly' meant coming from the east, and so on.

But after paying attention to TV weathermen, 1 guy seems to mean coming from the east, while the guy on the other channel seems to think it means blowing east.

I tried googling it and got the dammnedest definition:

Ayuh,... The 2nd Guy doesn't know his Azz from a Hole in the Ground.....
