elbow indicator

I have an 87 E-Rude 88hp and i think my elbow indicator is clogged.While i was out on the river yesterday the water slowly stopped coming out of the tel tail,i stopped and blew through the hose and there was no blockage.

I took the tel tail hose off while motor was running and only got a couple drips so i took my multi tool and stuck a small pick like thingy in the elbow.then i had water,put hose back on and it wasn't but a couple minutes before it stopped peeing again.

only thing i can think is it must have a small pebble that is blocking it,can i remove the elbow indicator without removing the exhaust cover?

You can just remove it. It's made of nylon, so be careful to use a tool that will grip it well. (If it breaks, they are easy to remove, so don't worry about it too much).

I'm assuming it just unscrews?

yep. you can also try a paper clip, to dig it out, or bend ice pick.

any tips on making this thing easier to get out,i tried to break it loose and put quite a bit of torque on it but it doesn't buge.i'm afraid of breaking it although it's no big deal.i just don't want to break it without having a replacement in hand.
