Why not just get a bypass cover from a 1964- big twin (28, 33 or 40hp) with a fuel pump attached to it? I'm pretty sure it's an exact fit for your bypass covers.

Best place is where outboards are junked local to you. They have the best prices, and you can bring your old bypass cover with you to make sure it will fit.
The old pump conversion kit works the same way as the pre-'64 big-twin fuel pump works. A hole is drilled and tapped (1/8" NPT) in one of the bypass covers. A 90° barb fitting is screwed into it. Then a short lenght of hose connects it to the pre-'64 pump.
The pre-'64 pump has three hose barbs on it - one for fuel in, one for fuel out, and one for pressure pulses. Unfortunetly, it's fairly large and ungainly so mounting it may be a problem. But if you look on the exhaust cover on your engine, there may be three screw holes in it for it to mount to. I don't think they'll be there for a '51 model though.

I like the earlier pump myself since it incorperates a half-decent filter and water separator. Plus you can mount it whereever you want to. But it's probably easier to use the later pump since it's pre-mounted.

You can also try Twin City Outboard.

EDIT: Tell ya what, What66. If you want, fire me an email and I'll send you a drawing of a later intake bypass cover. Then you'll know if it's a fit. Paul.Moir@ns.sympatico.ca

There are no outboard junk yard around here.
I live in utah so we don't have much outboads.
