Electric start problem

Hey folks,
I searched but can't find a thread on this. I have 1985 15hp evinrude. Battery is charged and new, runs great and started with push button great. Last couple times I used it would not try to engage starter. Sometimes if I shifted back and forth it would work. Now nothing works to engage starter. How do I troubleshoot the components leading to starter

If it worked sometimes by shifting between forward/reverse, it could be neutral safety.
The motor will not crank unless in neutral.
I would check the shifter, making sure the neutral position is "neutral".

Could be a misadjusted or bad neutral safety switch.
