Electrical Power Surge

I have a 1996 Tracker Pro Team 18 DC with a 40 HP Force. I was on the water last sunday and i noticed a few times that the volts would jump from 14 to 16-17. This happened on both the dash volt meter and the volt meter on my fish finder. I'm thinking voltage regulator? Any other ideas?

That would be my guess too, but first check your ground connections from the regulator to the block. The regulator ground connection can be a separate black wire or the metal case of the rectifier itself.
