Electrical problem??

Posting this for a neighbor....Four Winns 170 Freedom Ford OMC I/O motor will turn over but will not start. He's getting no fire to plugs. Possible solution / things to look for.

He thinks it's a 1998...not sure of the HP. All we could find were the numbers T1129888 and couldn't read the model number.
