electrical problem

on my pontoon boat i have a "rocker" switch for the running lights/anchor light
down position is for the anchor light/middle position is off and up position is for the running lights
the switch is connected to a breaker switch
in the down position the anchor light works as it should
in the up position for the running lights - trips the breaker everytime, it will reset but trips everytime
i checked all wires for shorts and came up empty
is the switch bad?
any ideas will be appreciated!

Pull the wires off that go to the lights and see if it trips, then you will know.

i pulled the wires off of the lights themselves and yes it still trips everytime
so that means switch is bad?

No you need to pull the wires at the switch.
