electrical question 88 50 HP

What part or parts of the electrical system cause the engine to RPM?? Stuck on idle. I have checked most of the things in the manual, with no results. I have wore out my multimeter. Also the amp meter went out of site, engine quit. New battery, cables, cleaned, STUMPED.

Is the throttle blade opening up?Good fuel pressure?All your linkage hooked up and moving freely ?The advance for the ignition is incorporated into the throttle, so when you give it throttle ,it moves the advance also .A movie of the motor running while giving it throttle would be great if you can .
