Electrical Question, I think... What am I missing here?

I bought a boat last summer because it fired right up and I wasn't looking for a project.... yeah, right! Anyway, the engine was running sound and starting easily. Over the winter I decided to gut it and redo the interior. Boat looks great now, but it was an electrical nightmare... previous owner removed a stereo and left all the wires hanging there... hot. there was an electric troll motor wired up there at one point. Long story short, I ripped out all the unnecessary wiring and just went back to the basics. I have a breaker panel running directly from the battery for accessories. I have the ignition wires hooked up as the directions state. But I can't get the engine to turn over. I can jump it across the solonoid to the starter and it turns over. I can hear the choke engage, it just wont turn over at the key. What am I missing here? Here is some specs that will hopefully help.
Ignition is wired Red: Battery, Yellow: Starter, Green: Choke, and Blue: ignition. The directions for the ignition switch state to tape all remaining wires not being used. These wires are Purple, white, heat, and ground. Generator, Tach, heat and ground respectfully. All wires have been taped off. My theory is that the ground should be grounded somewhere... it was attached to miscellaneous accessories and I can't believe that it should be just taped off.
The same thing happened to me right after I bought the boat. As it turned out, there is a circuit breaker reset button on the engine... that was the problem that time but is not the case this time as the button hasn't popped out.
The boat was starting fine prior to me ripping out unused wires so I'm more likely to think that I haven't wired something correctly.
Motor is a 1979 Chrysler 700 Skier 70 hp model 709-19a.

Forgot to mention... installed a new control box... haven't done the cables yet. When installing the new box and reusing the old cables, the control box said neutral but the engine was not in neutral.. duh! Problem solved. Anyway, I'm still uncertain as to if or why that ground (-) sould just be taped off.

The ground is simply not needed. You can attach it to a buss and use it as a common ground for gauges, etc. because it runs to the engine terminal board and then through the block to battery ground.

In fact, any of the unused wires can be repurposed to avoid running extra wires in the boat.
