electro mechanical lift 275 stern drive

i have power up to the lift motor but it does not actuate the lift. I have 12v when switch is put to up and 12 v when switch is placed in down. Does the boat engine have to be running for this to work?

That should get you started on some good reading about how the lift mechanism works and some troubleshooting tips. Start with the basics and make sure you have full voltage.

No, the engine doesn't need to be running for the lift to work. Because the primary driveshaft into the outdrive is turning when the engine is running, you don't want to operate the lift when the engine is running except at idle. The thing to remember is that it's lift and not tilt.
