elictrical problem 96' 800 seadoo xp.

Hi guys,
i just purchased this ski and it worked with no problem for about 3 weeks. i went to use it the other day and was out in the river when i felt the ski slowing down i han been jumping wakes going under water just before that. i rushed to shore before it shut off i put it on the trailer when i lifted the seat i had water as the top of the starter. drained the water, air dryed the ski with compressed air and lef the seat and hatch open for 2 days when i went back to start it, the ski was compleatly dead. i thought it was the battery and charged it over night. next morning went to start it and nothing not even a beep or gauges come up, i then checked all fuses and had 1 blown fuse in the computer box. took fuse out and put new one in and imediately it popped. i did a resistance check and found out motor was grounded with positive connections. i started by isolating the whole computer box and then checked for continuity between the negative on the starter to the positve and they where common. then i went ahead and took the starter out and checked for continuity in starter and when i put one lead of my multimeter on the possitive post of the starter and the other one on the cassing or where the negative goes attached i have continuity. is this supposed to be this way or is this starter done?
