Emissions & registration

I bought a boat in Lake Havasu, Az. The dealership knew I was a California resident and was going to register it in California. They even made sure to tax me the correct california tax amount. Now I go to registry the boat and cannot. It is does not meet emissions standards and has a sticker on the motor "not for sale in california", granted it wasn't sold in california. We only found this out because my husband had to change a belt and saw it on the motor. Did the dealership have an obligation to tell me that it was unregisterable on California? Now I have to pay higher fees to have it registered out of state as a non resident.
Since I have to register it in Arizona will I have to pay the registration fee twice this year (register in my name by the end if July and then the tags are due in November) and annually after that?

They had no obligation to tell you about the registration problem.
It would have been nice, but they probably didn't want to lose the sale?
Maybe they would have told you if they had a similar boat on their lot, that they thought they could steer you toward.

Unless AZ has a provision to pro-rate the registration for a mid year purchase, then yes, you will need to pay for this year, then in November you will pay for 2014.

Since when did DMV give a hoot about what kind of motor is on your boat? I have never heard of anything like this. We don't title motors in this state. I hear of guys that buy used boats with outboard motors and they will get two receipts one for the boat and one for the outboard motor. They pay sales tax to DMV for the boat only. If you have an inboard/outboard motor that is part of the boat and you would have to pay the full value of the boat/motor.
The only time emissions come in to play in CA is when your fishing a lake that requires your motor to be rated 3 stars or better or 4-stroke only. There are a lot of these lakes down South and that will hurt your resale value if you go to sell it locally.
You should go talk to a local boat dealer and see if you have anything to worry about. I don't think you do.
