eng. rpm surge without moving throttle

My 1994, 200 hp evinrude, surges from 2000 rpm's to 3500 rpms without and increase in throttle. Engine does fine until it gets to 2000 rpm and then it slowly surges. Any thoughts or directions to turn?

A slow up and down surging is usually caused by a temporary loss of fuel. Check all connectors (if existing) for O Ring leaks, all hose fittings etc. A slight leak will cause the fuel pump to draw air.

If no leaks can be found, pump the fuel primer bulb when this problem takes place. If this cures the problem (and no leaks exist), suspect the fuel pump.
