Engine bogging

I have a 2000 3.0L mercusier inboard in a pontoon boat. The boat runs OK for awhile and out of the blue while pulling the kids on a tube in will bog down. I have noticed it happens around the 3000 RPM level, I have to lower the RPM and increase again. I have changed the fuel filter and plugs. Can anyone help a new boater out with some ideas? Thanks.

what would be your suggestion on how to clean. Do I have to remover the carb? Thanks.
