Engine Controls Question

I have an 1983 rebuilt Evinrude 140 (10 hours) with Controls and cables that are probably about 20-30 years old. The engine turns over perfectly every time, the reverse and neutral works great, but the FWD starts getting really hard to push about half way down. I literaly have to put some wait into it to get er' up to full throtle.
Any suggegtions. Oh, buy the way, I don't know anything about this stuff and learning every day so if you explain something just assume I don't know what you're talking about.

i disconnect the cable at the motor. then see if it is still hard. could be cable, could be worn out control.
